Default 90-93 teg axles on 88 si hubs

I'm desperately trying to get my car back in order and on the road but problem after problem keep coming up. This time....

When I tighten down the axle nut it squeezes the axle to the back of the hub and will not let the rotor spin freely anymore.

Is it a problem that i'm using 88 hubs?

ps. The project is an ls/vtec that I'm working on getting done here.....hence the integra axles.
Thanks,
Matt

did you remove that rubber seal?
how are the bearings on the car? I dont really see how an axle can effect the turning of the rotor... since there is a dust shield in the back and the axle nut bolts to the hub.... I would check the bearings

ON THE INSIDE OF THE HUB WHERE THE AXLE HITS THE HUB YOU HAVE TO REMOVE THE METAL DUST SHIELD. CHISEL AND HAMMER OR AIR HAMMER.
