his first mods i think should be :
1. AEM cold air intake
2. ITR rear sway bar
3. exhaust
4. tires
with 450, it should be enough to get the intake and the sway bar, and still have some left over.

it really depends..on what his goals are...ie
1. first off tell him go to get a major tune up, unless the previous owner already did it.
timing belt/water pump...major stuff..considering the milage. If he wants everything to work in tiptop contition...spark plugs/fuel filter..you know the basics...maintenance stuff..should never be over looked.
2.Control- If he likes turning and be in control..no body roll/car planted..enter auto x/autocross...competetions.
then itr rearsway bar like thrty8street suggested..then koni/ground control for suspension...or even better full coilover set uplike...teins/JIC/zeal/ list goes on....
3.Power- want to go faster...i would suggest ctr/itr/ or skunk 2 stage 1 w/ out changing the internals ie valves/spring/ drop in and go. as for i/h/e i really think it's a waste..for starter. If he wants real power..to start with then cams..and cam gears are the way to go.
team-integra.net has alot of articles for integra and the part "Do It Yourself" is reall useful as far as maintenance.
EDIT~~~
let me re-itterate..
stock intake/header/exhaust are already optomize for the engine...it isn't going to help much..at the same time w/ the same amount of money, one can spend on buying cams/cam gears which will be more bang for the buck in this case.

Yup. Like a few (intelligent) othes have already said, spend the $$$ to get all of the maintance that needs to be done first. After that, then you can move on to some mild bolt-ons.
How much is your friend paying for insurance?!?

LEARN to drive first. You guys are 15. Don't do anything to your/his car. Get used to the car, drive it stock for a while.
You guys really should be careful too. I know you're not that young, but just drive the car carefully.
Keep it stock, and learn it well. After you are fully comfortable with the car, then plan your mods. Until you're ready, just save money for things.
Good luck guys.

Amen, brotha!! I was going to say something like that initially, but I didn't want to start a flame war with a bunch of kids.

ok thanx 4 the advice we will be careful ,we have been driving for about a year now so were alryt we will be careful with this though its got quite a bit more power than the peicers we used to drive
yes. i'm sure you've got some driving experience with other cars.
i'm just sayin you guys should get very acquainted with this new found glory you guys got.
i've been driving since i was 14 (thanks dad). and have been driving legally since i was 15. Have driven a couple different cars (not too many).. like a ford truck (f150.. dad had one then sold it), suv's, 5spd mr2's (newest gen and 80's gen), etc...
but, **** usually happens.. i'm glad you guys got a new car to enjoy, and will be takin some good care of it. i'm just givin you a little heads up.
but anyways, after you guys get acquainted as hell with the OBD1 GS-R (i want an obd1 soo baaad), i would say do some suspension mods..
if you guys want to shell out the big money, go with a TEIN FLEX coilover system (it's great .. my friend has it) or something like that. or if you want something cheaper, maybe some springs + shocks + camber kit.
stuff like that.
after that, power mods would be great. probably a little braking help too (not like big assed drilled rotors. i would just go with higher perf. brake fluid, high perf. brake pads, and some stainless steel braided brake lines)
again, congrats on the car and good luck to ya
