1) HKS -- NO
2) Nobody makes a CARB legal kit for an ITR, though the Greddy kit for a GSR is "supposed" to be CARB approved and would just need a few modifications to the plumbing to fit on an ITR.
The turbo might be a little small though, then again you anly need a few PSI on a stock motor to make it fun.
