Default Novice Question About Timing

OK, forgive me if this is a dumb question. I know a good deal about suspensions and most basic engine issues, but nothing about timing. I hear you people talk about advancing your timing 18 degrees, and how it's a free mod. Can someone please explain what you're talking about?

I know how to advance timing, and I know how to jump the Service Connecter to check codes, but can someexplain why you have to jump the connector to change the timing? Do you just leave it jumped? Turn the car off then remove it? Will it then always keep the timing change in Memory or something?
