Default Need help or opinion on what I should do(rocker arm,camshaft trouble)

Today I just finished dropping in my engine every is torqed down and ready go...YEAH riiiight. Well here is my problem..First off let my inform you that this is a fully built h23. My head was built by KMS with a full titanium valve train upgrade. I upgraded from my si valves to vtec valves stock cams and rocker armms. I went to do my valve adjustment and Ive backed the adjusting screws all the way out and still cant get my feeler gauge to slide in and out. The book calls for 0.004-0.005 gauge on intake and 0.006-0.007 on exhaust. Ive backed out every screw and cant get a single gauge to slide through. I dont even think my valves are closing completely cause of such bad back fire. Anyone know what might need to happen or anything I can try?

Make sure the cylinder that you are checking the clearance for is on TDC. Try running the screws all the way in. Make sure the gauge you're using is .007 and not .07. Make sure that two or three gauges are not sticking together. I just rebuilt my H23 as well.
Bottom End:
JE 11.0:1 .020 over flat top pistons
Double spiral wrist pin locks
Full floating wrist pins
Swain-tech gold coat (ceramic coating) on piston tops
Swain-tech poly-moly on piston skirts
Pauter I-beam forged rods
Pauter rod bolts
Hastings .020 over rings
SCE .040 copper head gasket AND stock head gasket
ARP head studs
LA Sleeve Co. ductile iron cylinder sleeves bored & honed .020 over(LA 38)
BRAND NEW HONDA:
Crankshaft
Oil pump
Water pump
Timing belt
Rod bearings
Main bearings
Rocker arms
Every other gasket and seal

Head:
JG 1001 cams .440" lift intake and exh
JG Redline series head which includes: full p&p to mimmic vtec flow, welded combustion chambers, shaved, new swirl polished valves, comp springs and retainers, modified valve guides, new seals and stuff, hot tanked, and cleaned.
JG cam gears
JG over-bored and taper-bored throttle body
Ported & polished intake manifold
Removed flappers and flapper shaft
100 shot NOS direct port nitrous kit (wet)
4 NOS fogger nozzles one for each intake runner
Custom bent nitrous and fuel lines
