rear-upper strut installation on 94 GSR

rear-upper strut installation on 94 GSR
on my GSR when I take off the left rear panel to install the strut bar there is a plastic piece extending across where i need mount the strut bar, can I cut this thing off? It doesn't seem to have any functionality but the right side doesn't have this...anyone know what i'm talking about? THanx.
