Ride will be nicer with the 16's if you want to keep a factory overall diamater. 17's tend to ride a little rough, and can bend easier. The ride is goign to have a lot to do with thickness of the tire, personally I dont like the ride of anything lower than a 45 series tire.

you will get a cushier ride with 16's because of the required sidewalls
if you go to 17 you will not have as much sidewall and thus your sus will feel stiffer, more likely to bend a rim, more likely to pop a tire too.
16 is fine, save loot and get a really nice set of lightweight 16" rims.
rota circuit 8 is my choice, I have 15" for autox.

Smaller the wheels, less revolutions. Too small, weight not evenly distributed properly. I would go with 16" and 45 or 50 size tires. If you go with 15", then raise the tire size.
