98-01 front bumper fit same as 94-97?
I have a stock '97 GS-R and I want to switch the front bumper to a '00 or around there. I read that the headlights are more inward (or something) to fit the bumper... is it as simple as pulling the old bumper off and sticking the new one on? OR do i need to mess wit the headlights and stuff to.. and are all the bolts/screws in the same locations?
the bumpers should mount using the same mounting positions however your lights will have a gap around them. The 98+ lamps are larger so your new bumper will have larger holes.
what if i bought white Razo headlight-bulbs and replaced'em already? Will those still result in a gap around the headlight area?

The actual headlights themselves, not the bulbs, need to be replaced with 98+ units.
