Default My car does not change gear properly

I have 00 civic ex AUTO with 28000 miles. It seems like my car is
changing gear too early. If I am driving normally it changes gear before even
hitting 3000 rpm so it is not getting enough torque to move fast.
If i am doing 60 mpr on 4th gear and i hit the brakes it won't go to 3rd gear till it hits 20mph. If i hit accelarator before it changes to 3rd gear around 24mph it won't
change to3rd gear if i don't press my accelarator all the way down. I have
to put in D3 if I have to speed up.
Do you guys know what to do. Is it
time to change trasmition fluid or is it some other problem not related to trasmition.
Please help!
