At most I give you 6k with the listed stuff. Granted that is a lot of money in modifications, but when you mod a car you never get your money back out. 95 GTI's are selling for 5-6k on VW vortex with similar mileage. I just went through the fun of selling a GTI a few months ago and I was LUCKY to get 7k for my 96 with cams, Intake, exhaust, chip, bilsteins, Neuspeed race, etc... All I can say is good luck to you. The one thing you have going in your favor is people are always looking for a 95 because they were the strongest motors for OBD-I cars.

this isnt my car, I'm helping a friend, this is his price, he is driving another car already so he doesnt care how long it takes to sell at this price, he wants to sell it at this price. If he tells me to lower it I will.

I'm not trying to flame, just trying to be realisitc. There are a lot of cars out there with same mods and same mileage for a lot less.
