You have two routes.
1. Get a Civic/CRX Si ECU, injectors and distributor.
Wire it as you normally would a MPFI engine.
Get a VTEC controller, you are set.
2. use the Y8 distributor, and injectors. Get an OBD1 ECU from a 92-95 Civic Si or EX. Then do a OBD0 to OBD1 job, you are set.
The engine is a direct bolt on, you must use ALL the engine brackets and mounts on your current engine.

http://www.hondaswap.com used to have a lot of info on SOHC VTEC swaps into OBD-0 cars. There were a lot of links too. I haven't been there in a while, but they used to recommend making custom VTEC controllers for this swap. Thats all I can't remember from it off the top of my head.
I'm going to start a swap like this myself very soon: 96-00 D16Y7 (non-VTEC) longblock, 88-91 SI complete intake manifold/resistor box/tranny/distributor. I'm still looking more info for it. I'm second guessing myself in the OBD-0 distributor working on the OBD-2 head. It's going into a 89 STD.

Y8 distributor didn't work for me with a 92 SI ECU. Finally got a Z6 distrbiutor, ran perfect.

Yes, it is. My P28 worked fine with my Y8 distributor and injectors. You probably had a bad distributor.

I'm 99% sure about this. The 1% I'm pondering on is wiring from the VTEC solenoid to the ECU.

would i need all that even if i got complete swap + mounts from hmo? (since ecu, dist., everything comes with it?)

i have a y8 in my 90 STD hatch. all you need is the y8 long block, 4th gen tranny, resistor box, dizzy, ecu, and convert wiring to mpfi. i used a vafc for vtec. and no you dont hook it up to ecu because the pm6 doesnt have vtec. before i got the vafc, i just hooked it up to a big red button. kinda like nos =P.
everything bolts right one, but you're gonna need to swap out your dx mount bracket on the driverside to the y8 because it will not line up.

you need oil pressure to work with vtec..and if you just leave it on..hahah..car bogs..
i wouldnt use a rpm activation switch..its like a shift light where you plug in pills to make it activate at a certain rpm. i rather get a vtec controller, such as vafc, etc.
