Default I have a block bolt question.. not tightening enough

Ok, I am almost ready to install my new b18b/nitrous in my 95 Integra. But, I ran into a problem.

On the drivers side motor mount, it bolts to a black bracket, which has 3 bolts that bolt into the block itself. I tried putting the two top bolts in, but neither would tighten down enough. It acts as if they are stripped, but it dosent look like they are.

the bolts were on there and tight last night, but today when I reinstalled them I cant seem to get them to tighten all the way. Any suggestions?

its supposed to have washers in between them. do you have that?
