tested horn relay and need feedback on the results

i followed the steps from the helm's manual for a 92-95 civic to test the horn relay, as follows:
1. Remove Power Relay from its socket
2. there should be continuity between the C & D terminals
3. There should be continuity between A & B when batter is connected to C & D terminals.
there isn't continuity between terminals C & D when unplugged from the socket. it reads 0.103 instead of .000 but, there is continuity between terminals A & B when i provide power to terminals C & D by wiring it up directly to the battery.
has the relay malfunctioned?

If you have no continuity between a/b then you either have a horn switch prob, dead horn, or broken connection somewhere in between. c/d are the rela coil and one should have 12v+ and the other 12v-. A/B are normally open and revert to closed when the horn switch is pressed. You should find the wire going to the horn and connect 12v+ from the battery to see if the horn honks(just tap the wires together to see if horn beeps)

by horn switch, i'm assuming you mean the horn button. well, this is a momo steering wheel and i checked for continuity from the brass piece making contact with the back of the hub and the horn button. when the button is pressed it is making contact. the same with the brass contact and the wire leading to the SRS harness which contains the correct wire that leads to the horn.
the horn is good because i hooked a wire to the positive terminal to the battery and grounded another wire, made contact to the two terminals on the horn and it honks.
also, there are two wires on the horn harness: green/white and red/blue. which wire provides power to the horn and which one grounds? i'm assuming the green/white grounds the horn.

Yes, the horn button. You may have continuity at the button and in the harness but what about thru the firewall and in the relay box itself. SOmething is amiss. If you have current, good connections, good horn, then for all purposes it should work.

just right now, i checked for continuity from the harness connecting to the horn (red/blue and green/white wires) to the same wires at the harness that connects to the relay and there is continuity with both wires. i even bought a new relay to see if that would solve the problem. no dice on all of these probable causes.
how do i check for current?
