I am currently ordering a b20 block because my old ones headbolts are stripped out, and helicoils or anything aren't working.

Here is my new plan:
ARP Head Studs
b20 block (swap stuff from old block over obviously)
84mm Pistons (probably 11.5:1 compression) on stock b20 rods
Stock B16a2 cams (trying to work some cams into the budget but not sure which will work well in my simple setup)
RC 310cc Injectors
Hondata + OBDI ECU/harness

Before Winter:
ARP Rod Bolts

My Goal:

13's all night on street tires, i figure some nice cams will make this a reality but not sure about the b16a2 cams. This in a full weight 98 ex coupe with b16a2 tranny.
