JDM 16s OEM spec Tire pressure?

Found some spec on this personal JDM homepage.
Does this sound right? seems too low
DC2R 16's
Frt 210kpa/6.895 = 30.46 psi
R 190kpa/6.895 = 27.56 psi
DC5R 17's
Frt 230kpa/6.895 = 33.36 psi
R 220kpa/6.895 = 31.91 psi

TV antennas! I was going to to buy a Auto TV setup in Japan past few times I gone for business and pleasure but Frequency different so useless tuner in US.

Probably cold pressure.

Hot pressure would put the tires (RE-010's I believe) at around 36-38, which is ideal for street.

So should our USDM 15's recommended PSI is higher then 16's at cold pressure?
