Having a strut bar is better because the frame will be more rigid. Putting 16" rims without a strutbar would not cause any problems. I recomend the neuspeed strutbar.

Well, first of all, i have a 92 teg so it might be different for your car. I have H&R sport which drops 1.8" all around, i think it's like 1.8" F and 1.5 R for your car. I would recomend that since I have tried it and the ride isn't harsh at all with my tokico blues. You might want to try Eibach sportlines (also 1.8") or the Prokit which drops 1.3" i think. If that's still too high then go with H&R race which lowers about 2-2.5"

Coilovers are good too if you want adjustability and if you have the money.

Also, ask shops around your area and maybe you can see some cars with springs so you can decide easier.

Good Luck.

I'd also recommend the neuspeed bar, sprint also makes one with the same design. I'd go for springs with no more than about a 1.5" drop, that will get rid of most of the fender gap while not being to low. Eibach pro-kit, Comptech, H&R O.E, Neuspeed sofsport, all won't drop more than 1.5
