I just got my car engine back from the machine shop where some fairly major bottom end work was done. Problem is I lost hp. The car was making 203hp (9000rpm) to the wheels before and is now making 190hp (8250rpm). Power drops after 8250rpm. A/F as measured by wideband O2 is 13.5:1 right across the rev range. It should be making about 210-215hp. Below is a summary of the mods. Any ideas as to what might be srong would help. Thanks.

RC440 cc injectors with walbro fuel pump
reprogrammed ECU with VAFC piggyback
Toda spec C's, Toda valvetrain
Toda adj cam gears

After:

Carillo rods
Forged Wiseco pistons 84mm, 11.5:1 comp
resleeved block
knife edged crank
balanced bottom end
intake valves opened up 1mm over
rev ss valves

We checked:

air filter
cat
fuel system
ignition system
cam and engine timing (cams were degreed, engine timing at 16 deg BTDC)
A/F ratio
