I don't know where you are getting your figures but last I check a 97 ITR was worth about 15k and this is only ONE year difference.
Sure you can get them in Japan for about 4-5 grand and 3 if you're lucky. I think 10-11 is a fair price

the jdm itrs are 4 lug all the way up to 97.

OT: but the CTR got 5 lug right off the bat... I was looking at a CTR's wheels and they look just ike USDM UTR Wheels.... Why did we get the CTR Wheels LOL

 

4x114.3 instead of 4x114.3. only '96 jdm itr came with it. smaller calipers and pistons i believe too.

the reason cars are noticiable cheeper in japan, is because of the taxes and registration fees that they pay that we done. try a couple grand for registration alone. it all evens out. when you ship a car here, you dont have to pay for any of that, so its not like cars are super cheep there.the price is just adjusted accordiling

There's a large group of Japanese that think it's cool to lown and customize lowriders, so Americans sell them US cars and parts for double what they're worth, works both ways
