how do you set up the bolt and the vac line to run on a 6-10 psi system

run the vacuum line to any source and the bolt is different on on every system, you just need to adjust it however your car reacts.

should the vac line be before or after the Throttle body. when i go screw in the bolt what will it make the bv do?

just tee it off one of the intake manifold sources.

screwing in will tighten the bov (for higher boost to keep it closed so it doesn't leak boost)
