jdm engine legit in S.Cali

if i have papers for the jdm engine, is it legit to register
and anyone know how to get it pass smog

No it is not. You could probably pass the tail pipe of the emissions test. But you definately not pass the visual. If you have already done the swap find someone you can pay to get a smog. Ask around you find someone. Goodluck!!!!
