Default Emissions Help

I failed emissions the otherday which really stinks b/c i was not expecting that at all. I have a new stock exhaust and tubing, but my NOX levels were too high, almost double. Is there anything i should try or consider changing, like a new cat. My car is completely stock so that makes everything a pain in the rear. How does everybody pass w/ mods??? By the way, I'm in Jersey if that helps at all.

IS it the stock cat with alot of miles if so change it and give the car a good tune-up

Replace the cat. My NOx levels were really high and I failed miserably. I replaced my catalytic converter and the next time I passed with flying colors.
