Default B18C1 Stumbling problem

Ok guys my first post here. Recently added a 89 HF to my stable of CRX's It's got a b18 swap in it and it dosen't quite run right. It idles very rough and dosen't want to rev up easily. If you pinch of the fuel return line it runs amazingly better but still not all there. Everything has been checked and rechecked on 2 different times by different mechanics. It also started acting like this about 2 hours into a 6 hour ice race. Anyone got any ideas on where to start?

a few points i would check:

does the car have a fuel pressure regulator? what is the fuel pressure at idle?

is the ignition timing ok?

what are the compression numbers?

from what i have been told by the previous owner (honest guy who is willing to help with paying for repairs if neccesary) told me that the pressure dosen't change when you pinch off the return and that it's withing specs. Timing is perfect (head has been torn off twice trying to sort this out) and compression numbers are all withing 5 psi.

fuel pressure should skyrocket when you pinch off the return line, sounds like a bad pump, but hard to diagnose over a message forum.

you are right. I'm gonna have to get a fuel pressure gauge for inside the car one of these days. Also new pump. Where is the fuel filter in this thing? I'm starting to think that possibly there's a blockage in the fuel rail?
