I'm not POSITIVE, but I agree with the above post. I'll have to check.
But from what I remember it looks like the daytime running light relay.

Nope not daytime running lights cause my car doesnt have them and I have the same thing what it is is the Automatic Seat Belt Control Unit.
Oh and just for the person who said the PA sensor your right on where its located but the PA sensor is smaller and black.
*EDIT* Another thing is that the daytime running light relay has 2 connectors going into it not 1.

daytime running lights are where your headlights come on as soon as you turn the car on. i think just about all of the new cars have it now. so as soon as you turn your car on, the lights would come on. instead of having to turn them on yourself with the switch.
as for the Automatic Seat Belt Control Unit i personally have noidea what it is, lol. but if i had to guess, i'd probably say it had something to do with the sensor inside the seat belt buckle. so that when you buckle it up, the little light in the dash telling u to put the seatbelt on would go off. but i have no idea, just guessing.

I agree i think its HVAC related im going to do a quick scan through my book. I doubt it has anything to do with seatbelts cause none are powered in 91 civics, or at least i havent seen any. And also in my hatch the seatbelt light goes off without me connecting my seat belt on its own so i dont think it has to do with clipping it in.
I'm going to guess that your car is an 88 just because of the manual you have under it. 88's did not come with daytime running lights so I highly doubt that the box you have is for that. DRL's were only in Canada for 91 and maybe 90.
