These guys have some for motorcycle wheels/tires, maybe they'd fit your wheel diameter/width or they could help you find some for you application:

Maybe a silly idea but, how about one of those shiny thermal emergency blankets you can find at a sporting goods store IE hunting, camping supplies?

I'm sure they will retain/generate heat and be cheaper than tire specific blankets.

Just an idea Chris.

I thought some people were making them out of aluminized sunshade material... You could get a couple of those cheaply at Walmart (or whatever you yanks have up there... Price Chopper?) and chop, glue+staple them into the right shape.

rodney, the ones u want i dont think anyone makes. they make that design for rv's, but tis to keep the tires cool. but what u could do, or may have to do is to make them up yourself. get the material (heat retaining) and stich them up. its actually not that hard. one half circle for the front and one rectangle to go over the tread surface.
DIY....or ill make them up for you if u come fix my stupid car j/k
