what should water temp gauge read during normal driving?

what should water temp gauge read during normal driving?
My water temp gauge on my 93 civic hatch always stays at 1/4 position(between 'C' and middle position). Is this where is supposed to stay? I think my thermostat might be stuck open and my motor is running too cool.
