high idle when headlights on?

high idle when headlights on?
i have got a jdm itr motor in my cx hatch and when i turn on my headlights the rpms go to 1,100 rpm. i thought it was because of my aem pully but i took it off and it is still doing it. i remember hearing something about a power regulator or something it isnt really a problem just an anoyance. i guess i just get better oil flow when my headlights are on. any info guys?
