Go to the local Honda dealer and get a
Idle air control valve (IACV) from a 91 CRX Si.
The thing isn't cheap, about $120, but it will cure the idling problem.
Make sure to set the idle with the IACV disconnected.

yes, you can, but most likely that one is all gummed up as well.
The best bet is to get one from a late model integra.
The newer the car the better, if you ever see the inside of the throttle body
on an old Honda, you see all the carbon deposits round the butterfly, those same deposits ruin the IACV.
You can try cleaning it up with parts cleaner, but the fix doesn't last.
I swallowed the pill, and got a new one, the engine idles like new.
