My understanding was that distributors could no longer sell hid lights for applications that aren't hid from the factory. Someone correct me if i'm wrong.

https://honda-tech.com/zerothread?id=570173, and search on here. search for "HID*" it brings up quite a few threads regarding the ban/delegalizing hid's.

yea, that is probably it. Thanks!
If this is true, I believe I am going to go buy a Catz (4500) HID kit by next weekend because I think they become illegal sometime in the middle of this month.

Cars that dont originally come with HID's will no longer be able to have them due to the optics of the headlights. In other words, they cause too much glare.

Basically what the new law is that after market HID's with no filament will be illegal. Stock HID's will still be legal and all those crappy E-Bay like HID lights will still be legal. Don't worry they will find a way to make them differently to sell them.
Most of the links are bad now but you can check it out http://hidforum.com/forum/show...d=613
