h22a, h22a1, or h22a4?
Its hard to find a USDM without a lot of miles but you could probably get it cheaper then a JDM if you look around. One junkyard told me 2500 for just a used OBDI USDM block. You can probably figure out what I told them to do. But Ive seen a whole swap for around 1500.
I got my JDM 1994 H22A with LSD Tranny and Ecu fro $3,200 little more then a year ago, you could find it cheaper Ebay has some from company's around the U.S

yeah i def love the low mileage on jdm h22a's. ebay does have some good deals, ive been lookin at em from time to time, jus humoring myself, and readin up. i am already in debt from buying the accord so the engine wont come for another couple months. sucks not being able to get a damn job at this age where they dont pay u a dime over minimum wage, cheap corporate bastards!

Its actually 220ps. A ps=.98*hp so its actually about 215hp.

If he wanted it to work out the formula should have been PS*.98=HP but that is not what he stated now is it? Agian he stated A ps=.98*HP

now lets go over this step by step OK?
1. 220= .98 * HP in this case HP is the unknown variable
so to find HP you have to take 220 and DIVIDE IT BY .98 and that comes out to be 224.XXX HP

yes he did state it wrong, but it could have just been a typo.
don't get on his case for a typo just because he proved you wrong.
as for H22s to get, if you can afford i would get a 97+USDM motor. the +5 hp on 99+ models is BS from the hondas marketing department. the closed deck only comes into play at high boost levels, say above 15psi. your best motors will be 97+ USDM motor simply cause they are newer and you can have documented mileage.
i personally did buy JDM though cause USDM was too much. just keep in mind that the low mileage is simply an average based on a theory on a law in japan. you really have no clue where the motor came from or a half decent warranty on it like a USDM motor will have.
it's basically a crap shoot, just buy from a reputable dealer and should be ok though.
