a tein basic damper kit would set you back about 600-750

I have Tein HA's on one and Tein RA's on my other EF...both are excellent and handling is night and day compared to stockers. Tein
also, Tein can rebuild their coilovers here in the US and they have excellent customer service. I have personally dealt with them and all I can say is that they get from me
I brought in a set of used Teins that I bought from someone else and they stood behind their product...now that's what I call excellent customer relations

Got this combo and absolutely love it.

btw: don't buy the hype of Tein.

i havent had to deal with rebuilds yet, but the service so far has been awsome. so im sure if i need to send them back, they'll take care of things quickly.
the ones i have are for eg. i just used eg front forks and they went right in no problem.

another good option is gc/koni btw.

Vtecvoodoo does sell them for a very competive price. He can get you th HA or SS for the EF.

Teins got my vote for real coilovers. JIC are nice but they don't make it for the ef and are too expensive.

98 r shocks would be taller than a shock for an ef9.

JIC DOES make suspension for 88-91 civics.. you would just have to change out your lower arms for US ones if you want the JIC's.

i have never personally rode in a car with a koni/GC set up... but someone said above that it is 1000 dollars. i would just save up a little more and get a REAL coilover setup, not the sleeve type.. but thats just my opinion.

tein JIC
