Default B18C into 97 civic ex: ECU code 14 - iac/eac valve

So I am finishing up the swap and I am running into error code 14 which is the electronic air control valve code. The car will start up but will not idle. I can keep it started if I apply a little pressure to the accelerator but as soon as I let up it tries to stay started for about 2 seconds then dies.
I checked the hoses that go into the valve and they appear to be alright. I checked all of the other vacuum hoses and replaced alot of them just to be safe. I switched the idle air control valve out with the one that was on the old engine (which was working fine) to see if maybe I just got a bad valve. I checked the wiring for any signs of damage and I know that the wiring harness was handled with care because I was the one handling it. It's still not working...... still same symptoms.
So my question and reason for this post is what else should I be checking? Any help is much appreicated.....

It has to be something with the wiring.
If you swapped a known good EACV and it still comes up, then wiring.
Did you reset the ECU after you swapped the new one in to clear the codes?

The IACV will need to be rewired if you are using a CX or DX harness. Just use the plug off the Integra harness (2 wire) and match the colors to the Civic harness (3 wire). You will have an extra Orange wire that is unused, just tape it out of the way. Next you have to move the wire at A14 to A12.

If you are using the EX harness, you don't need to do anything with the wiring. I used teh EX harness and had no problems.

Yeah I am using the ex harness, that is why I am leaning more towards the idea that I have a vacuum problem of some sort...

I got the engine started and idling by unpluging the vacuum hose that goes from the purge control to the intake. I am still getting the error but at least I can get it to idle. So now I just got to figure out the vacuum hoses. Any ideas?
So since I can get it to idle I hocked up a scan tool to check the codes. Problem is with the ECU that came with the B18 I get a "Vehicle Not Responding" but when I plug in the old ECU from the D16 I get back the errors just fine. I can get the code from the b18 ecu by jumping it but I wonder why I can't get it with the scan tool.
