Maybe it's better to take it to a dealership so it doesn't blow up in your face..

I've put on a steering wheel before, but I'm not sure which piece you're talking about. Maybe it's the turn signal canceller, not sure. Could you be just a little more specific. If I had a scanner, I'd scan in the helms for you to see, but I dont.
Let me try and find a link, hold on a sec.

Well, looks like the downloadable helms have been taken offline for now, I was going to give you that link with a page number to look at.
Can you take a picture of the black piece you're talking about and post it.

Don't touch that part, just leave it there. You are talking about the SRS cable reel I'd imagine. Just take your old wheel off, and put the new one on w/o touching that for the most part. I think there is an arrow on that part, just try to make sure it's basically pointing straight up.

When are you planning on putting it back on? Probably soon I suppose. I'll be taking mine off in a week or two. I can take pics to show you what it looks like, but I'm sure you'll be done by then.

its pretty simple actually. just push the srs reel in and make sure the arrow points somewhere close to up. stick the wheel on, stick the bolt on, stick the airbag in, plug it in, and you're done. make sure the battery's disconnected before you do this.

before you just stick it on you need to clock the cable reel if you have turned it in anyway. Then you stick the wheel on and put the nut on and then connect the plugs and put the airbag unit on and tighten it down with the torx screws.
basically get a service manual it will be the best thing you ever buy for your car.
