apex i turbo

is this turbo any good
want to know if the apex i turbo kit is any good
its a ihi t28 turbo (anyone no if this turbo can push 350bhp or is it far to small,want kind of power can it push out if 350 is to high)
ive got a b16 ,to get 300+bhp ,would i need to re-sleeve it.
