Default wierd b16 swap problem, any ideas? code 7

i have been working on swapping a b16 into my buddies car. the car is a 91 civic standard, and the motor is an obd0 b16. everything went well, the wiring is fine, all by the book. it starts up and runs fine, for the most part, but i'm getting a code 7(throttle angle sensor). the code and check light go away sometimes when you rev the motor though, which doesnt seem right. i replaced the tps sensor with a known good tps sensor, and the code still appeared. when driving the car, it pulls strong up until about 3 or 4 thousand, then the motor cuts out for a split second(causing you to jerk around a good amount) and then it will rev and pull fine again after that. this jerking around and cutting out happens usually when the check light and code go away. any ideas? sorry about the long post, this is frusturating me quite a lot, i just wanna get his car running good for him. thanks for any help in advance.
