Default Timing question (Someone Please Help Me!)

I recently replaced the timing belt on my B18C GSR when I swapped it into my EJ. I feel like I'm losing power in the 3000-4000 rpm range. I have a feeling that it is related to my timing. I also have an exhaust leak between the header collector and the cat (waiting for new cat, that fits, to come in). I have heard that if the timing belt is not tensioned correctly it can cause power losses through out the RPM range. I followed the steps in the Integra shop manual to the tee and I can't figure out if I should try to re-tension the belt again. Any help with any of these ideas would be greatly appreciated. TIA

When i rebuilt my gsr motor, first the timing was so F'ed it wouldnt start, then i redid it, then i had a rougher idle and was losing mid to high end power, i redid it againa nd it ran perfect!
I kept fuckng it up cause im dumb.
