Cutting them gives you more travles with your shock even though some people have said that they didnt cut them and they never bottom their shocks out.
As for the monroes cant help you out with those dont know much if anything about them
But i can give you an opinion though I would recommend adjustable shocks just cause of the fact of the adjustments that way you can adjust the ride the way you want to.
