Default rubber board under radiator question

if you look under the front of the car, there is this rubber board-like thing under the radiator that is bolted on, i'm guessing it might be to keep water from coming up but what i'm asking is if it would be ok to just take the board completely off...i plan on making an extension from the stock airbox to the bottom of the car to get cold air and the rubber board piece is right below it
