The only info I could come up with via google...
"Approved by the KBA (German Government Motor Vehicle Authority). Certified by Germany's TUV CERT and employs first rate testing equipment to ensure compliance to regulations"....
So KBA is some sort of like an ASA testing standard?
Now the above may have absolutely nothing to do with those springs, but you might check with a BMW shop to see about them?

Fug... Call a H&R dealer already.
"H&R Stage 2 Sport Springs- When you want to get serious, H&R Sport Springs are the hot setup. They lower your machine an average of 1.5 - 1.75 inches (depending on make and model) for improved handling, better aerodynamics and a simply outrageous look. All with a controlled, yet comfortable ride (about 25-30% stiffer than stock)."
#29863 for Civic, Civic Si (not 4 door) 1.8" front drop; 1.6" rear drop

The other numbers might be read. 90 424 as April 24, 1990. Not postive but I think mine start with 98 and I got them in 2000. Here is there website.

You're right! My bad... The guy I talked to said that they don't disclose rate on their "street" springs but will disclose rate on their race line. Whatever.
So, take your springs down to a shock shop and have them measure them on a compression machine and you'll have your answer.

Dude, That's like the funniest thing I have ever heard. Your springs are on backwards!
ha is the German abbreviation for Hintenachshule = REAR AXLE.
va is German abbreviation for FRONT AXLE.
Swap the springs front to rear NOW, as in immediately. If you persist in driving like this, you'll end up with a pile of twisted crap in your driveway.
