CEL problem, No codes and won't go away!
The light stays on and won't go away.
A little about my setup.. Obd1 P72 ecu with hondata and Obd1 harness.
I've had this happen 2-3 times before, at first i think i just reset the ecu, on 3rd time i've reset ecu and it still was there, i tapped gas pedal and it went away..
Tried to start the car tonight and cel stayed on, i unplugged ecu few times, even the battery. The light stays on even if i don't turn to start the car.

What do you mean, "no codes"? If the light goes on, there should be codes. Is it possible your jumper isn't making sufficient contact when you go to pull the codes?
Once you have the codes it is throwing, you can look them up (along with the diagnostic procedure for each one) under Self-Diagnostic Procedures in the Fuel section of the service manual.

is it possible for ecu to read/throw codes after it has been reset, but that car has not been started?
i plugged my factory ecu and turned igintion just to see.. and the light turned on/off like normal.. what could be wrong with ecu in this case?

If the problem does not occur with a known good ECU, the problem is in the original ECU. It could be anything from a fried resistor to a broken solder joint.
thanks for everyone help.. the cause was the hondata program chip.. - bad/corrupted rom or something..
had another one laying around for old setup, replaced it and no light.
