Default WTF Car cranks on second dot???????????????

I am getting my project together. Its a 90 DX hatch with b18a LS. I hooked everything up, hooked the battery up. Then I turn the key to the first dot, then turn it to the second dot to prime the fuel pump, and the car starts to crank!!!! WTF?!?!?! Shouldnt it crank on the third dot?? Does anyone know what the hell is going on?? Everything looks like it is hooked up right.

check for a bad ignition switch or crossed wires.
