specs on valve adj..for accord???
For the 92 Accord, it's:
0.010 inch intake
0.012 inch exhaust
and that's measured COMPLETELY COLD (i.e. just let it sit overnight)
I don't have torque specs for the lock nuts, sorry.

You really do not need to torque them ... you can just snug them up. A good quick jerk of the wrist is all you need to apply to the nuts.
If you try to sit there and torque the nuts ... chances are that you will not be driving your car for a long time. The adjuster will most likely turn and you tighten the nut unless you are holding it steady with a screwdriver. If you take the screwdriver out and try to torque it with a socket and then check the clearance again ... you will most likely find that it has gotten too little clearance now.
