Default Fan and a/c questions

ok..well...i bought the car...the a/c was removed...then it was reinstalled. I tried puttin in frion 134a and whatever...still nothing. the a/c doesn't even click on, no half rev drop or anything. Today i was looking at the wiring and there are 2 wires that are cut. I touched one wire (a red with black stripe-i think) to a pipe by accident and both fans turn on...and theres another yellow wire that isn't connected to anything. I'm figuring the one i touched is a ground...but what is the yellow one to? and is that why the a/c isn't working? is this wire a sensor wire? where exactly does it go? what else could be the problem...its a fairly brand new engine...i dont think the compressor is messed up or anything...someone please help...diagrams...pictures...everything would help ALOT....

o yea...the wires are on the right side of the engine near the a/c compressor. A light blue wire coming off the compressor goin into a connector that connects to a red wire...then connecting into another set of wires...(o yea...the wire is red with a blue stripe...not black)...the wires im talking about are right there...please help...
