Default 1/4 inch wheel spacer?

what is it and what does it do? If i'm running 16x7, do i need these?

If your wheels and tires clear the brakes and control arms, you don't need a spacer.

spacers don't come with wheels. maybe you mean the center hub ring??

center hub rings..
well, i guess the question should be if i need these center hub rings..
Yeah you should use those because the wheel should be resting on the hub instead of the studs.
