Default Oxygen Sensor Removed - should it be replaced?

Hi hoping for some advice.

I had the CAT on my 1996 F22B SOHC engine removed by a so called exhaust specialist and replaced with a resonator. It turns out they have not re-installed the Oxygen sensor, instead they have earthed the wire that previously connected to the sensor. Performance is not as good as prior to this being done.

A friend suggeested that without the sensor returning a valid reading the engine will operate, but only in a default mode, and that I need to re-install an oxygen sensor.

Suggestions welcome?

[PS - I'm going to soon be replacing ther F22B SOHC with a 1997 F22B DOHC, and adding a 2 1/2 inch free flow exhaust + headers - I assume this too would require an appropiate sensor]

The sensor before or after the cat? The first one corrects fuel mixture for proper running. The second one tells the OBDII if the cat is doing its job. If the first one is missing, replace it, if the second one is missing, replacing it will turn on the check engine light without the cat.
