HPDE Rules on Fuel Cells
Where can I find rules on this pertaining to any High Performance Driving Events and Fuel Cell usage?
I don't want to install it someplace to find out that it's illegal to have it installed there. I do not plan to track my car often, more so at the drag strip, and I already know the rules at the dragstrip.

I can't say for sure that I've ever seen anything concerning fuel cells on the technical inspection forms I've completed in the last few years for HPDE-style events.
But the fact that I've seen full-blown racecars equipped with these fuel-cells participating in the same event tells me that they were OK for those events. Better check with the organizers to be sure.
PS-is there a different type of fuel cell used for drag-racing than there is for road-race applications?

I think most schools will defer to the SCCA rulebook when it comes down to it. Basically rules are, not mounted in driver's compartment, specified minimum distance from ground- 6" unless within the bodywork and stock floorpan, metal between cell and driver. Vents to the outside of the car and a check valve so it won't overflow if the car is upsidedown.

A fuel cell in an HPDE car should defer to amateur roadracing rules, not unlike bar/cage/harness/window net/kill switch/etc... "if it's in there, it's gotta be SCCA and/or NASA legal."

A fuel cell for road racing has to be properly protected, and seperated from the driver's compartment by a metal bulkhead (meaning it's boxed).
I don't understand why you would want a fuel cell for drag unless it's a dedicated drag car in a pro class, running a TINY fuel cell. A cell small enough for that will hardly get you around one lap of a track.
At any rate, here are the NASA rules. Keep in mind that the rules for a fuel cell are created with the mindset that the car is properly caged.
