If both the front brakes are locking up it is usually a problem with the master cylinder. Try loosening the the lines at the master cylinder to see if the brakes free up.

I've got a 91 that will lightly engage the brakes at 60-70 mph. The steering shakes like crazy. If I pull over for a couple of minutes, it goes away and may or may not come back after a while. I just had the master cylinder replaced, could this be the master lines also?
