All thats left is the brackets the rear skirts were mounted on. Were they trying to steal them for use or just vandalizing? The brackets still have pieces of of the rear skirts attached, doesnt look like the rear skirts could be easily reinstalled on another car. If they were just vandalizing i can think of more effective ways than tearing off rear skirts. Hrm, maybe they were trying to steal it, got frustrated and just ripped em off? Anyways, what a bunch of *******.
Ive seen this happen.
I just installed the rear OEM valances on my 2000 rear bumper this afternoon. I used bolts which are accessible only if you remove the entire bumper. ill snap some photos if anyone is interested.
Most likely, those people were trying to steal your valances.

Ok... sorry for the delay... I had to resize everything
here are some things i've done to mount my rear valances.
Larger washers were used on the inner side of the bumpers. This was done so to protect the bumper and also to create more surface area for the mounting point.
These screws are fairly standard for the kit
Here's the bolts for the other side of the bumper.
Close up:
In the inner valance, we jigged a staple used for urethane bumper repair. The inner corner was relatively loose compared to the rest of the valence so it appeared that the double sided tape just wasnt enough.
Its barely noticible unless you stick your nose in my exhaust pipe and look up
Even if you manage to tear these off, they will be unusable to the next fellow.
Bewared if you see someone selling damaged vallances, they may be stolen.
