Default new n' planning to swap h23 w/ h22a.. advice needed :)

I own a 94 si, and after a few.. tramatic esperiences i've decided to swap the engine. And as long as i'm doing it i might as well shove a h22a in there I have a few newbie questions that i'm hoping could be answered here before i go snooping around. First off, i have neither the know how, nor the time to do it myself... and plus none of the tools i would probably need

I am from the bay area in california, oakland/alameda to be more precise. I'm wondering if anyone could recommend a shop for me since i've never done this kind of before. I also have family down in the Los angeles area so i could take a trip down there if necessary. Another thing is, will i need to find the engine myself or would the shop aquire it for me, i've looked on ebay (please don't smack me ) and i've seen WHOLE LOT of JDM's.. I've also read that JDM's tend to be less reliable then USDM, would the JDM's be ok? would they pass california smog tests? o.O

I've also been toying with the idea of adding a header/exhaust but i've read somewhere that the JDM header isn't bad.. which would be some decent but not too costly headers/exhast?
