Default vibration in the steering wheel

i feel this slight vibration in the steering wheel that fades away quickly. it happens when i start braking to slow down from around 60KM and above. is this a sign of worn rotors/pads or could it be from the suspension.

Could be tire wear or maybe the tires need to be balanced.
