Bind? You mean seize? They stop turning, that's what happens. If the car is rolling when it happens it means either the tire will lock up, or the bearing will begin spinning in the wheel hub. Or more likely it won't happen instantly, instead generating tons of heat and pretty much disassembling/melting the bearing.
